Charles Lacey is a long-time Floridian, having grown up in southern Florida and a graduate of
Florida State University with a degree in Finance. He and his wife, Sandi, are eighteen-year
residents of Central Florida. They have two daughters and two grandchildren who live in the area.
Charles and Sandi have been active members of Northland Church for fourteen years.
He is President of QTS Management Corporation, a financial services company, and an organizer
and director of Semoran Financial Corporation. Previously, he served in a variety of capacities with
Intel Corporation, most recently as Manager of Financial Markets for North & South America.
Charles serves in a number of capacities in the Winter Springs community. Prior to being elected
Mayor of Winter Springs in 2010, he was chairman of the Winter Springs Planning & Zoning Board.
Charles has served on several ad hoc citizens’ committees for the City of Winter Springs, including
the Green Space Committee and the Citizens Property Tax Reform Committee. For many years he
has been a member of the Police Citizen's Advisory Committee. He completed a term as President
of the Oviedo – Winter Springs Regional Chamber of Commerce in 2008.
Charles was elected to the Tuscawilla Homeowners Association Board of Directors for three terms.
In 2009, he was selected to attend the Business Force Political Leadership Institute. He currently
serves on the Board of Directors of the Wayne Densch Performing Arts Center.
